20Salary and Staffing 8/8/23 Dist: Re-assert 6/13 proposal, which does not even cover COLA.
6/20/23 AFT: Salary increases 21-22 year: 5.07% / 22-23: 6.56% / 23-24: 8.22% / 24-25: 3.69% or COLA, whichever is higher / 25-26: 3.69% or COLA, whichever is higher.
Re-assert severence, Coaching pay, Student Health step placement, and new PT steps 15 and 16.

Reject all other salary and staffing elements. This doesn't even cover inflation. In terms of real spending power, it's actually a pay cut.

6/6/23 Dist: Reworded but similar to previous proposal. Faculty required to post syllabi in Canvas and provide access to all online instructional materials through Canvas. That means not nessesarily posting the materials themselves in Canvas, but at least posting a link in Canvas.
5/23/23 AFT: Accept District proposal on relationships and sexual harrasment. Reject District proposal on email and Canvas, except that faculty can be required to check ccsf.edu email.
5/11/23 Dist: Stricter language about faculty-student relationships. All faculty required to take harassment training. 13.HWork Location 6/20/23 Dist: Reject, except that class prep and grading do not need to be on-campus.
6/13/23 AFT: Re-assert most of 5/11 proposal with a few language changes. Faculty can decide where to work when working online or remote assignments.
6/6/23 Dist: Management retains right to define work location, so District can force faculty to work on campus even when assigned online. Faculty cannot be assigned 100% online, exceptions allowed with dean or VC sign-off. FT faculty can hold online office hours only as proportional to their online assignments. All faculty can be required to attend meetings and eval committees
in-person.

17Leaves 6/20/23 Dist: Accept calculating parental leave by modal load for those PT who have established modal load. Reject AFT's formula for those who have not established modal load; force them to get assignments and then cancel those assignments. Re-assert 90-day window for bereavement leave. Reject Distrct obligation to maintain the same nubmer of sabbaticals if someone cancels becasue they have not finished required semesters.

6/6/23 Dist: Re-assert: PT must get assignments before calculating leave. Reassert: 90 day window for bereavement leave. Accept AFT's sabbatical timeline change, with provision that if fauclty don't meet thier sabbatical requirements District will delay sabbatical and not allow other faculty to use that sabbatical slot.
5/23/23 AFT: Allow PT to take parental leave based on load in semester in which they apply so they don't have to get an assignment and then cancel the assignmnet. Allow bereavement leave up to 1 year after the death. Re-assert AFT's proposal on sabbatical timeline, allowing for last-minute changes in timeline if a faculty member doesn't complete the required semesters.

18.B & 18.CClass size, class Cancellation 6/13/23 Dist: Reject all, stricter rules about load balances for FT faculty. Loads must be balanced more quickly; faculty have only one year to raise issues if the District mis-calculates load.
5/11/23 AFT: Minimum class size of 15. Class cancellation rules continue from pandemic agreement (give classes time to build, etc), class can't be cut based low enrollment caused by ghost student drops./ Allow large size factor in non-credit as it is in credit.

29.G, Exhibit HTraining to teach online, intellectual property 6/20/23 Dist: Reject broadening training access. Accept using training from outside CCSF. Reject AFT proposal on compensation; re-assert previous. Eliminate AOTL. No class caps for online except as provided in Article 18.
6/13/23 AFT: Provide training to all instructors in departments that offer online classes or will offer them in two years. Allow alternative training from outside CCSF. Compensation: 1 unit for initial IOTL training, 2 or 1 for developemnt of first, second, and third courses depending on size of the course. No different pay for takeover. No AOTL training required. Accept that pay for refresher training will be based on hours expected. Class size caps based on modal capacity of in-person sections over the last 3 years. Accept re-written Exhibit N form.
6/6/23 Dist: Reject providing training to all. Compensation for IOTL training: 1 unit. No alternative training from outside CCSF. Compensation for course development: 1-2 units depending on load of course being developed for first or second course only. AOTL training required for developing courses after the first one. If a course has been previously developed by someone else, AOTL not required and no compensation. Remove 4-semester rule and replace it with nothing. Agree to pay for refresher training if that is required but set amount based on hours required at the time. Change class size rule to say that when in-person classes have "artificially" low caps those caps will not impact the online version of the class. Example given of an artificially cap was a cap set low to accommodate a small room. Accept most of AFT's simpler language for the Exhibit N form with a few changes.
5/16/23 AFT: Allow all faculty into IOTL training. DLAC can approve alternative training from outside CCSF instead. Protect intellectual property. 3 units for initial IOTL training in all cases. Remove 4-semester rule and replace it with compensation for course development for first 3 sources developed. Pay for refresher training, if refresher training is required. Simpler language for the Exhibit N form.

ULP Decision 4/14/23. District was ordered by the Public Employment Relations Board to cease and desist from "surface bargaining" and instead negotiate in good faith with AFT 2121. The District must come to the table with accurate and clear budget information. More information here.
