What is happening

Contact your legislators and urge them to support solar policies that help all Virginians fairly access solar energy.

Tell your legislators they should:

  • Eliminate the 1% cap on net metering
    • This arbitrary cap limits the total amount of net metered ‘rooftop’ solar for customers in Dominion, Appalachian Power, and KU/ODP territories. There is no technical reason for the cap. It stifles job creation and energy freedom.
  • Make it legal for all schools, churches, and government buildings to install solar through Power Purchase Agreements
    • These third-party financing structures help non-profits install solar at no upfront cost. Current law forbids many non-profits from utilizing PPA’s or confines participation to small, regional pilot programs.
  • Require a portion of the electricity utilities sell comes from solar and other renewable sources
    • This requirement, also called a ‘Renewable Portfolio Standard’, creates incentives called Solar Renewable Energy Credits (SRECs) that shorten payback time for systems and enable more Virginians to go solar.
  • Make real community solar legal
    • Letting customers get bill credit for the output from a shared solar project in their community benefits renters as well as low- and middle-income participants. It also makes solar more accessible to homeowners and businesses unable to install solar on their own roofs. Current law makes it illegal for communities to develop these projects.
