Small private schools will be worst hit by Labour’s plans for VAT on fees and listed buildings could be left empty, head teachers and experts say.

The warning came after Rishi Sunak accused Sir Keir Starmer of “class war” and of wanting to “punish” the parents of pupils at independent schools.

The prime minister, who went to Winchester College which now charges £50,000 a year, told BBC South Today: “Labour don’t understand the aspiration of families like my parents who were working really hard. They don’t understand the aspiration that people have to provide a better life for their kids. They want to punish them for that as part of some class war. I don’t think that is right.”

However, Bridget Phillipson, the shadow
