President Biden: #FinishTheJob: Commute the Remaining Federal & Military Death Sentences & Demolish the Death House

When delivered, this will be formulated as a letter, with the following requests.


The good news is that it is not too late to act decisively. We urge you to exhibit further leadership to make federal or military executions impossible in the next administration by taking the following immediate actions:

  • Immediately commute the sentences of those remaining on federal and military death rows;
  • Ask Attorney General Merrick Garland to deauthorize all pending federal capital trial cases;
  • Rescind the lethal injection protocol; rescind the “Manner of Execution” regulation that took effect in December 2020; rescind internal DOJ guidelines on litigating death row cases that took effect in December 2020;
  • Order the Federal Bureau of Prisons to demolish the federal execution chamber and the building in which it is housed at the Federal Correctional Institution at Terre Haute;

FURTHER: please consider the pardon request of Billie Allen, who asserts his innocence, as well as the posthumous pardon request of Alfred Bourgeois, who was executed on December 11, 2020 during the Trump execution spree, and whose family has established a credible innocence claim in his case and has written to you to request that you pardon him.

This will be an ongoing effort until President Biden acts to clear every existing death sentence under federal or military laws. The ask may be modified at times as appropriate. The list of endorsing organizations will be updated regularly. The most recent presentation of this list occurred on December 26, 2024. Subsequent deliveries will take place in the coming weeks at opportune moments. This list will continue to grow and be used by members of congress and this ongoing campaign, as needed.
